“It makes me want to scream,” exclaims Jody Williams, the 1997 Nobel Peace Prize laureate for her efforts to ban anti-personnel mines, upon hearing that five European countries have announced their withdrawal from the Ottawa Treaty, which prohibits these weapons. These countries are facing the threat of Russia, which never signed the Treaty.
How autonomous and semi-autonomous technology will operate in the future is up in the air, and the U.S. government will have to decide what limitations to place on its development and use. Those decisions may come sooner rather than later…
