Cyclists were entering Madrid after police clashed with pro-Palestinian protesters in the Spanish capital. Police fired tear gas at the crowds as hundreds of pro-Palestinian protesters knocked down security barriers and surged onto the course.

• Qatar hosts Arab-Islamic emergency summit over Israeli strike on Doha. U.S. Secretary of State Marco Rubio is meeting Israeli Prime Minister Benjamin Netanyahu in Jerusalem, with the aftermath of Israel’s strike in Qatar expected to be high on the agenda. Meanwhile, in Qatar, an emergency meeting of Arab and Islamic states is taking place. Earlier, Qatari Prime Minister Mohammed bin Abdulrahman bin Jassim al-Thani urged the international community to stop applying “double standards” and to punish Israel.

• U.S.-China trade talks set for day two as TikTok deadline looms. U.S. and Chinese officials are holding a second day of trade talks in Spain as the deadline looms for the Chinese owner of TikTok to find a buyer or face a ban in America. The negotiations, led by U.S. Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng, are the latest attempt to end a trade war between the world’s two biggest economies. 

• Romania summons Russian ambassador after drone breaches country’s airspace. Poland also scrambled fighter jets last week to shoot down a number of Russian drones that had entered its airspace. Meanwhile, Ukraine drones struck one of Russia’s largest oil refineries.

• Utah governor says alleged Kirk shooter not cooperating with authorities. Charlie Kirk’s alleged killer is “not co-operating” with authorities and has not confessed to the shooting. Suspect Tyler Robinson, 22, was taken into custody some 33 hours after Kirk, a 31-year-old right-wing activist, was shot dead in Orem on Wednesday. • U.S., South Korea and Japan open joint air and naval exercise. The United States, South Korea and Japan opened an air and naval exercise off a South Korean island Monday in their latest joint drill condemned by North Korea as a “reckless show of strength.” The exercise called Freedom Edge is aimed at strengthening the countries’ combined operational capabilities in the sea, air and cyberspace to counter North Korea’s growing nuclear and missile threats, South Korea’s Defense Ministry said.

• History making wins in the 77th Emmy awards. Netflix’s Adolescence swept the Limited/Anthology categories, making history with Owen Cooper, age 15, becoming the youngest male winner in a Supporting Actor category. The Studio (Apple TV+) dominated the comedy side with a record 13 wins, led by Seth Rogen’s multiple awards including Best Comedy Series. And Tramell Tillman (Severance) also made history as the first black man ever to win an Emmy for supporting actor in a drama series.

— Brazil’s president, Luiz Inacio Lula da Silva, has dismissed criticism from the United States over the conviction of the country’s former leader, Jair Bolsonaro, on coup charges, and slammed Washington’s sweeping tariffs on Brazilian products as “misguided” and “illogical”. The comments, published in an op-ed in The New York Times on Sunday, came as Bolsonaro, 70, made his first public appearance since last week’s conviction for a hospital visit. Lula wrote, “President Trump, we remain open to negotiating anything that can bring mutual benefits. But Brazil’s democracy and sovereignty are not on the table”.
